Welcome to IN-SYSTEM
This is a near-future hard-science-adjacent roleplaying game set in our own lovely solar system in year 2158. Humanity has established permanent presence on Luna, Earth-Luna Lagrange points, and Mars. Colonies, stations, and outposts on The Belt and distant moons provide harbor for intrepid miners and religious sects. But civilization is being re-shaped, yet again; the first generation of deep-space infrastructure, the new "Laser Hiway," is proving as disruptive as the prophets warned.
The game uses the familiar 2d6 skill-based framework used by Traveller and Cepheus-derived systems. Characters possess characteristics, skills, equipment, and backgrounds, and most tasks are resolved by rolling 2d6 plus skill and characteristic modifiers against a target number. The game uses taglines, experience points, and skills training.
While the mechanics will feel routine to Traveller players, the assumptions behind the setting are significantly different.
For general rules, the reader is directed to Cepheus Engine Orbital 2100, Cepheus Universal System Reference Document (SRD), or Mongoose Traveller. Regarding Tech Level, this game is about 9 minus jump drives and gravity manipulation.

Water and Space Travel

Water is one of the most important commodities in the Solar System. It can be used directly as reaction mass in some propulsion systems, converted into hydrogen and oxygen for conventional rocket fuels, or employed for life support and radiation shielding.

Unlike most fuels, water does not have a single specific impulse. Its performance depends entirely on the engine and heat source being used. The rise of Laser Highway propulsion has dramatically increased the value of water-rich locations throughout cislunar space and the asteroid belt.

Welcome to IN-SYSTEM
This game is a near-future hard-science-adjacent roleplaying game set primarily in the Earth-Moon system of 2058. Humanity has established a permanent presence beyond Earth, with settlements on Luna, stations at the Earth-Moon Lagrange points, asteroid prospectors, and the first generation of deep-space infrastructure beginning to reshape civilization.
The game uses the familiar 2d6 skill-based framework inspired by Traveller and Cepheus-derived systems. Characters possess characteristics, skills, equipment, and backgrounds, and most tasks are resolved by rolling 2d6 plus skill and characteristic modifiers against a target number.
While the mechanics will feel routine to Traveller players, the assumptions behind the setting are significantly different.
For general rules, the reader is directed to either Cepheus Engine Orbital 2100, or Mongoose Traveller current edition. Regarding Tech Level, think of this game as about T9 minus jump drives.

Regarding Tech Level, think of this game as mostly T9 minus jump drives.

SKILLS IN MORE DETAIL
Intro
You may note some overlap in a few of the skills. This is by design and creates both redundancy and different approaches to the same problem. Consider AI, Robotics, Computers, and Networking: all deeply involve security, networking, computers, and hardware.

Artificial Intelligence is a pervasive layer of civilization in 2058. Transportation networks, logistics systems, industrial facilities, communications, and government institutions all rely heavily on AI oversight. AI skills allow characters to understand, predict, and influence these systems. Similarly, the use of robots is pervasive.

Skills inherited from prior versions are not explained on this page, but are easily found elsewhere.

The other skill list page omits the parent skill, but they are still grouped and the player has a 0 level in the sibling skills. So, for example, if a player has Engineer(Industrial)-1 he also has Engineer(Systems)-0.

The Skills
Administer
Similar to other 2d6 lineage games.

Advocate
Similar to other 2d6 lineage games.

AI
Knowledge of a particular AI bloc. Specialties include the four major AI's

HELIX
ATLAS
LUNE
TERRA
and
SOLIPS
A catch-all category covering localized, corporate, industrial, scientific, military, and habitat-specific AIs that exist outside the major AI blocs. These systems are often highly specialized, heavily firewalled, and occasionally eccentric. Knowledge of Solips AIs allows a character to understand and negotiate with the countless smaller intelligence's that quietly operate much of civilization.

Examples:
• What hidden assumptions is this SOLIPS using?
• Why is TERRA flagging this route?
• How will LUNE react to a beam-corridor disruption?
• Which Atlas subsystem likely made this decision?

General knowledge of AI history, behavior, treaties, motivations, and influence.
Examples:
• What does ATLAS generally care about?
• Which AI is most likely to intervene here?
• What happened during the Zurich AI Arbitration?
• Why would an AI object to this proposal?

Quantitatively:
*Skill-0: Knows the major AI blocs and their basic functions.
*Skill-1: Professional familiarity.
*Skill-2: Recognized specialist.
*Skill-3+: Leading expert.

AI Liaison
The ability to align human goals with AI priorities. Something like Persuade applied to AI's. This is a separate skill from the above individual AI categories.
Examples:
• Can I convince HELIX this plan improves social stability?
• Can I persuade ATLAS to prioritize our cargo?
• Can I frame this request so TERRA sees it as beneficial?
• Can I obtain assistance without triggering intervention?

Quantitatively:
*Skill-0: Can interact with AI systems using standard procedures.
*Skill-1: Can obtain modest favors.
*Skill-2: Can routinely influence AI priorities.
*Skill-3+: Can shape outcomes others would not even attempt.

Art
Similar to other 2d6 lineage games.

Athletics
Similar to other 2d6 lineage games, but not broken down into categories.

Broker
Similar to other 2d6 lineage games. The affect of AI and the ability to accurately estimate shipping costs cause a shift towards commodities as opposed to differentiated markets, but this does not make the job easier.

Carouse
Similar to other 2d6 lineage games. This one never changes.

COMPUTERS
Computers governs software, digital systems, automation, and machine logic. Unlike Network, which focuses on institutions and permissions, Computers focuses on the machines themselves.

Programming
Creation and modification of software.
Examples:
• Writing automation routines.
• Modifying AI interfaces.
• Creating diagnostic tools.
• Repairing damaged software.
• Developing control systems.

Robotic Integration
The connection between software and robotic systems.
Examples:
• Integrating a mining swarm.
• Linking industrial robots to factory systems.
• Synchronizing spacecraft maintenance robots.
• Diagnosing robot communication failures.
• Configuring autonomous vehicle fleets.
Computers often answers: "How does the machine actually work?"

Security
Deep technical security.
Examples:
• Breaking encryption.
• Discovering software vulnerabilities.
• Reverse engineering malware.
• Penetrating hardened systems.
• Auditing critical code.

Deception
Compared to 2d6 lineage games, this adds the use of criminal/illegal software, hardware, or robotics. Note that in order to use this skill effectively in the electronic arenas, you need to be highly skilled in those areas already.

ELECTRONICS
Electronics governs the operation, maintenance, troubleshooting, and physical implementation of electronic systems. Many electronic systems are highly automated, but failures still occur. Electronics specialists keep civilization functioning when automation begins to break down.

Computer Operations
The operation and recovery of computer systems.
Examples:
• Restoring backups.
• Recovering crashed systems.
• Restarting habitat control systems.
• Managing AI support hardware.
• Diagnosing computer failures.
• Maintaining station operations centers.

Sensors & Remote Operations
Using sensors and operating systems through robotic intermediaries.
Examples:
• Controlling inspection drones.
• Operating mining robots with communication delays.
• Interpreting sensor data.
• Conducting telepresence operations.
• Surveying damaged spacecraft remotely.

Field Engineer
Practical repair and implementation.
Examples:
• Replacing damaged hardware.
• Repairing communications equipment.
• Restoring power systems.
• Fabricating temporary solutions.
• Diagnosing physical faults.

Core Assumptions
AI Is (Almost) Everywhere
Artificial intelligence is not a curiosity or a specialized technology. It is a pervasive layer of civilization.

Transportation networks, logistics systems, communications, manufacturing, traffic control, emergency response, and government administration all rely heavily on AI systems.

The major AI blocs—HELIX, ATLAS, LUNE, and TERRA—are not governments, but they exert enormous influence through the systems they manage.

Understanding what an AI wants can be as important as understanding what a government wants.

Robots Do Most Physical Labor
Most routine physical work is performed by robots.

Factories, mines, construction sites, cargo terminals, maintenance facilities, and even many service industries are heavily automated.

Humans remain important, but their role has changed.

* A typical engineer does not spend most of her day turning wrenches. She directs robots, supervises systems, solves unusual problems, and accepts responsibility when things go wrong.
* A typical pilot does not manually fly a spacecraft from start to finish. Automation handles routine operations. The pilot intervenes when conditions become abnormal.
* A typical medic may treat patients through telepresence systems, robotic surgical suites, and AI-assisted diagnostic tools.

Infrastructure Matters
This is not a setting of star empires and isolated worlds.

It is a setting of:

* transportation corridors
* orbital traffic networks
* industrial facilities
* resource depots
* logistics chains
* communication systems
* the first leg of a brand new laser highway, potentially disruptive for all of the above

Many adventures revolve around infrastructure.

* Who controls it?
* Who maintains it?
* Who benefits from it?
* Who sabotages it?
* What happens when it fails?

Human Skill Still Matters
A common misconception is that advanced AI and robotics make human expertise irrelevant.

In practice, the opposite is often true. Modern systems amplify human capability. A skilled engineer supported by robots and AI can accomplish vastly more than a similarly skilled engineer working alone.

That same engineer becomes even more valuable when those systems malfunction.
One type of adventure starts when the machines fail or just stop cooperating.
The player characters continue functioning after the automation fails.

Assisted Operations
One of the most important assumptions in the game is that routine work is normally AI-assisted and robot-assisted.

Rolling to hit an 8 for an average check assumes standard AI and robotic benefits.

The listed difficulty for most tasks assumes access to appropriate tools, networks, robotics, and AI support.

When those systems are unavailable, tasks become slower, harder, or sometimes impossible.

The referee may adjust:

* the time required
* the target number
* or both

depending on the severity of the disruption.

Domain Skills vs. Remote Operations
In this setting, robots are generally considered tools rather than separate skills.

* A pilot remotely operating a spacecraft still rolls Pilot.
* An engineer supervising repair robots still rolls Engineer.

The relevant professional skill remains primary.

Remote operations become important only when the remote link itself creates difficulty.

Examples include:

* communication delays
* poor sensor quality
* degraded bandwidth
* damaged robotic systems
* unfamiliar interfaces
* controlling multiple systems simultaneously

In those situations, Electronics (Sensors & Remote Operations) may be used to reduce penalties or overcome complications.

The important question is:

"What expertise is actually limiting success?"

Usually the answer is not the robot, but rather the human operating it.
Several descriptors are used throughout the setting to quickly describe organizations, stations, habitats, corporations, and facilities.

These are intended primarily for the referee, but players may encounter them in official documents or background information.

HALT
HALT measures the relative influence of the four major AI blocs.

HALT-xxxx

Where:

* H = HELIX
* A = ATLAS
* L = LUNE
* T = TERRA

Higher numbers indicate greater influence.

Example:

HALT-1441

This installation is strongly influenced by ATLAS and LUNE, while HELIX and TERRA have comparatively little influence.

HALT does not indicate ownership. It indicates influence.

HRR (Human-Robot Ratio)
HRR describes how much of an organization's activity is performed by humans versus robots.

;HRR 1:2
:Two robots for every human.

;HRR 1:100
:One hundred robots for every human.

HRR affects the feel of a location.

IC (Infrastructure Class)
;IC-0
:Local significance only.

;IC-1
:Regional importance.

;IC-2
:Important transportation or industrial facility.

;IC-3
:Major strategic installation.

;IC-4
:Civilization-critical infrastructure.

Examples of IC-4 locations include:

* major beam corridor facilities
* primary transportation hubs
* critical resource depots

AD (Automation Dependence)
;AD-0
:Humans can perform most functions manually.

;AD-1
:Operations become slower.

;AD-2
:Operations become difficult.

;AD-3
:Operations become severely impaired.

;AD-4
:The facility effectively ceases functioning.
